THE TELEGRAM OF THE PLENIPOTENTIARY OF THE USSR IN FINLAND V.K.DEREVYANSKY IN THE PEOPLE'S COMMISSARIAT OF FOREIGN AFFAIRS OF THE USSR

November 4, 1939.
Strictly secret

Today at the end of day Cajander emerged. In its contents his speech is similar with Erkko's speech from November 1, only the form is less sharp. The essence of the speech can be reduced to following:
1. Requirements of the USSR are not caused by its vital needs.
2. Requirements violate the independence and neutrality of Finland and weaken her defense capability.
3. Finland cannot accept the requirement of the USSR and will protect the independence to the last soldier. Cajander declared that to concessions in Hanko and Kalastajansaarento (Rybachi) the Finns will not go. Apparently, the government and military circles try to create even more military tension in the country. Among the evacuated people has sick rate with a mortal outcome increased, in particular among immigrants from the Karelian Isthmus.

Plenipotentiary.
