PEOPLE'S COMMISSARIAT OF FOREIGN AFFAIRS OF THE USSR TO EMBASSIES AND MISSIONS IN MOSCOW

Urgently. As circular letter.
The People's commissariat for foreign affairs has honor to inform embassies and missions in Moscow that, according to the desire expressed by the government of the Democratic Finnish Republic, from 12 o'clock on December 8 this year a blockade is announced on the coast of Finland and waters adjoining to it from the mouth of the river Tornio in the north of the Gulf of Bothnia to the meridian of 23°50' east longitude on the Gulf of Finland.
The external border of the blocked area begins at the point being in 20 nautical miles to the South from the mouth of the river of Tornio, and passes, in the general direction on the South, in 20 nautical miles from the coast of Finland to a point being in 60°41' of northern latitude and 20°30' of eastern longitude. From this point the external border of the blocked area goes to the East on a parallel of 60°41' of northern latitude before its crossing with a meridian of 21°00' of eastern longitude. From the point of this crossing the specified border passes further to the South, coinciding with eastern frontier of territorial waters of the Aland archipelago, to a parallel of 59°27' of northern latitude. Then the external border of the blocked area goes to the East on a parallel of 59°27' of northern latitude before crossing by its meridian of 23°50' of east longitude, and from there to the North on this meridian.
To the foreign vessels being in the blocked area, opportunity to leave it till 12 o'clock on December 9 this year is given.
At the same time the aforementioned sea strip since December 9 of this year the zone is declared dangerous for sea voyages. To the vessels ignoring thisnotification, safety of voyaging in this zone is not guaranteed.
The above-stated actions do not affect the Aland archipelago if its waters, directly or indirectly, will not be used by someone for the purpose of military operations against the Finnish Democratic Republic and its People's Government.
The People's commissariat for foreign affairs will be grateful to embassies and missions for urgent deliverance of the foregoing to information of the respective governments.
