1915 COLLECTION Nr. 39
OF LAWS AND DECREES OF ALL-EMPIRE SIGNIFICANCE
WITH RESPECT TO FINLAND.
13th (26th) of October.
Imperial Manifesto. about declaring war on Bulgaria.
Promulgated on 6th (19th) of October 1915 in Nr. 276 of Collection of Governmental orders and decrees (Art. 2018).
WE NICHOLAS II,
BY THE GRACE OF GOD,
EMPEROR AND AUTOCRAT OF ALL THE RUSSIAS,
CZAR OF POLAND, GRAND DUKE OF FINLAND,
etc., etc., etc.
Make it known to all OUR loyal subjects:
Treacherouly prepared, from the very beginning of the war but judged completely impossible, betrayal of the Slavic cause by Bulgaria has now materialized: Bulgarian troops have attacked Serbia, OUR faithful ally, now bleeding from fight against a more powerful enemy.
Russia and her Great Power allies warned the government of Ferdinand of Coburg against this fatal step. The fulfilment of the age-long wish of the Bulgarian people - joining of Macedonia - was guaranteed to Bulgaria in another way in accordance with the interests of Slavdom.
But secret, selfish calculations, instigated by Germans, and fratricidal hatred against the Serbs won the upper hand.
Bulgaria, confessing the same faith with US, who just recently was liberated from Turkish slavery by the brotherly love and blood of the Russian people, has publicly set herself on the side of the enemies of the Christian faith, Slavdom and Russia.
The Russian people sorrowfully learns about the betrayal of Bulgaria who until this day has been so close to it and with heavy heart takes up the sword against her, leaving the fates of the traitors of Slavdom to the righteous punishment of God.
Given at the Imperial Headquarters on the 5th of October in the year thousand nine hundred and fifteen after the birth of Christ and in the twentyfirst year of OUR rule.
