THE TELEGRAM OF THE CHARGÉ D'AFFAIRES OF THE USSR IN FINLAND M. G. YUDANOV IN THE PEOPLE'S COMMISSARIAT FOR FOREIGN AFFAIRS OF THE USSR

1. Last night Cajander spoke about Finland' position in connection with negotiations in Moscow. He spoke about Scandinavian sympathy in the hard times of Finland. Further he declared that sections of society are unanimous in defending the country against any aggression. Then an acceptance of government measures for the defense of the republic and protection of the population can be noticed. Cajander says also that Finland is not threatened by a direct danger and specifies that Finland does not intend to agree on excessive requirements. Therefore, the government intends to go in negotiations on some concessions. Among a part of the government, influential industrial and bank circles consider that in case of territorial requirements from the USSR, the government should agree even on transfer of the Aland archipelago and other islands, but not go on in any concessions on the continent. I believe that the government during negotiations will make everything to tighten them, and will be slow in expressing its attitude to propositions of the Soviet government.
2. On all these questions they consult first of all to England, together with the Scandinavian countries. Today the press moderated the hostile tone towards the USSR, but among the population big anti-Soviet and chauvinistic campaign is conducted. Military emergency actions continue to be carried out, as well as the city population evacuation, a part of employees and workers, giving up work, leave the city, in addition to upper and petty bourgeoisie. The second circular note from October 12 about the order of evacuation of members of the diplomatic corps and the personnel of missions in the time of government evacuation from Helsinki is received .
