His Majesty's personally with his Own high hand signed edict,

about declaring a state of war in the Grand Duchy of Finland and on her coastal waters.
Promulgated in Nr. 184, 18(31) of July, 1914, in the collection of decrees and orders of the Government (Art. 2033).



TO THE GOVERNING SENATE.

After having examined those to  U s  subjected specific minutes of the Council of Ministers, and by endorsing the decision of the Council of Ministers, which pointed out that it is essential to take appropriate measures to guarantee social order and public peace in the Grand Duchy of Finland,  W e  c o m m a n d:

I. To declare a state of war in the region in question and also on the coastal water areas of Finland, and to implement there the regulations concerning places declared under state of war (Coll. Laws vol. II, Gen. Regul. for Gov., ed. of 1892, Art. 23, attachm.; Imp. dec. 20th of May/2nd of June 1904, Coll. Finn. Dec., Nr. 35; C.F.D. 1909, Nr. 73), and

II. As regards the cited places the highest authority on measures to guarantee social order and public peace will be granted to the Commander-in-Chief of the Guard troops and the St. Petersburg Military District.

The Governing Senate should take appropriate measures for carrying out this.
